The County amended the 2013 California Residential Code. Sacramento County, Cal., Muni Code §? 16.10.100. The County's amendments did reference Table R301.2(1) Climatic and Geographic Design Criteria. Id.
Existing Buildings
Existing buildings, meaning buildings that were built in accordance to code at the time of
construction, typically merit extra consideration in a current updated code.
Sacramento County amended Appendix J Existing Buildings and Structures, of the 2013 California Residential Code, as follows:
AJ 601.5 Limitation of Reconstruction. When the scope of work for R-3 and U Occupancies involves the removal of 50% or more of the building within a one-year period, the project, existing and new, shall be considered as new construction, and the entire building shall comply with all currently adopted codes. Fire sprinkler requirements shall be determined by building official. Plan review and permit fees will be based on the valuation of the entire project as a new structure. The criteria for determining the reconstruction of more than 50% of a building may include the linear length of all existing walls interior and exterior or square footage of the building.
